Their tooling needs differ from product teams: golden paths matter, internal-developer-platform (IDP) tools matter, and the right metrics are developer velocity rather than feature throughput. Buying for platform teams without that lens produces the wrong tools.
- Tool categories that matter. Internal Developer Platforms (Backstage, Port), service catalogues, deploy orchestrators, IaC, observability, secrets. Each plays a distinct role.
- Developer experience as the metric. Time-to-first-deploy, mean time to add a service, CI duration. The right tools improve numbers developers feel weekly.

Buy for the developer experience that platform teams own, not the breadth of features the vendor lists. Time-to-first-deploy and self-service ratio are the metrics that matter.

- Per-tool developer experience. Trial the tool through the developer's lens, not the platform engineer's; if developers do not adopt it, the buy was wrong.
- Per-tool operational cost. Honest count of platform-team hours per week to keep the tool running; managed offerings often pay back here.
- Documented rationale per tool. Capture which job each tool does and the conditions under which it would be replaced.
