Use the manual override on an agent to restrict it (pull it back to suggest-only) or to confirm a promotion. Changes are logged and reversible.
Trust tiers gate how many actions an agent can take: tier 1 agents are limited, and proven agents unlock more (4, then 20, then 50, then all). Restrict any agent the moment its outcomes slip.
